Qualifications Wales is the independent regulator of non-degree qualifications in Wales. It wanted to action some of the findings from its Building the Future review of qualifications in the construction and the built environment sector in Wales.

Challenges
The construction and built environment sector is an important and dynamic sector in Wales with 130,000 employees in 13,000 companies of varying sizes, fulfilling a diverse range of occupations.
A high number of Welsh learners take qualifications associated with this sector - over 8,000 certifications in 2015.
The Building the Future review found that the range of qualifications relevant to this sector is complex, confusing and lacks coherence.
Progression routes are not always clear with learners experiencing repetition as they progress through qualifications.
There were also concerns about assessment arrangements.
To solve these challenges, Qualifications Wales decided to develop requirements for new national qualifications in Construction and Building Services Engineering.
Our solution
Through a competitive bidding process Qualifications Wales awarded a contract to City & Guilds and EAL to develop and deliver the new qualifications.
We have worked closely with Qualifications Wales and City & Guilds to develop a suite of Construction and Building Services Engineering qualifications in line with the new structures set out in the requirements.
The organisations also collaborated to develop new assessments that deliver the changes required to address previous concerns.
We carried out extensive stakeholder engagement to support the implementation and delivery of these new qualifications and assessments.
The result
- The new Construction and Building Services Engineering qualifications provide learners with a broader foundation of knowledge and skills.
- They also align to National Occupational Standards and support learners to develop a wider understanding of traditional and future skills as well as softer skills which employers said were lacking from the old qualification offer.
- The qualifications have been running for a couple of years and have supported learner progression into further training and work, and has ensured all learners receive a consistent and up-to-date learning and assessment experience.
